Do Work That Matters

Leidos Australia delivers IT and airborne solutions that protect and advance the Australian way of life.  Our 2000 local experts, backed by our global experience and network of partners, are working to solve the world’s toughest challenges in government, intelligence, defence, aviation, border protection and health markets.

Your New Role and Responsibilities

As the Program Manager, you are accountable for the successful delivery of a complex Service Integrator–led program. The program will be delivered through an initial discovery phase, during which work packages will be identified, scoped, prioritised, and approved, followed by the coordinated delivery of those work packages across multiple delivery partners.

You will lead the program management function and provide strategic direction, governance, and assurance across the full lifecycle of the program. You will be responsible for establishing and maintaining effective program-level controls, ensuring alignment to customer outcomes, and managing performance across Leidos and subcontractor delivery partners.

In this role, you will lead the Program Management Team and act as the primary point of accountability for program performance, stakeholder engagement and contractual outcomes. This role requires strong leadership, commercial acumen, sound judgement, and the ability to influence senior stakeholders within a complex delivery environment.

Key Responsibilities

  • Own end-to-end delivery of the Service Integrator program, ensuring outcomes meet contractual, financial and performance objectives, including leading the discovery phase (approach, governance, cadence), and overseeing the identification, scoping, estimation, prioritisation and approval of work packages, translating customer objectives into a structured, multi-partner program of work

  • Establish and maintain program governance frameworks, plans and controls aligned to organisational and customer requirements, with oversight of schedule, budget and benefits realisation, risks, issues, dependencies and assumptions, and change and configuration management, including executive reporting and compliance with contractual, organisational and security obligations

  • Act as the overall integrator across Leidos and subcontractor partners, managing subcontractor performance through clear scope, deliverables and success criteria, effective coordination and dependency management, alignment to program standards and ways of working, and working with commercial and procurement teams on engagement, performance and issue resolution

  • Lead and coordinate a multidisciplinary program team (including Deputy Program Manager, Project Support Officer(s), architects, engineers and business analysts), establishing clear roles, responsibilities and accountabilities, integrating specialists into discovery, solution shaping, work package definition, estimation and prioritisation, and providing direction and oversight to ensure delivery meets agreed scope, schedule, quality and governance requirements, while fostering a collaborative, high-performance culture and continuous improvement

  • Act as a trusted partner to the customer, engaging senior stakeholders to manage expectations and risks, providing clear, data-driven advice and insights on program performance, and supporting alignment to broader organisational, strategic and operational objectives

About You and What You'll Bring

  • Proven experience as a Program Manager or senior delivery leader managing complex, multi-stream programs, ideally within a service integrator or prime contractor environment, including leading discovery or shaping phases and defining, scoping and prioritising work packages

  • Strong understanding of program and project management frameworks, governance and assurance practices, with the ability to apply them pragmatically in complex delivery environments

  • Demonstrated experience managing subcontractor and partner delivery, including performance management, dependency coordination and commercial considerations

  • Well-developed leadership, stakeholder engagement and communication skills, with experience leading program or project teams and influencing senior executives and customer representatives

  • Sound financial and commercial acumen, including managing budgets, forecasts and program-level financial performance, alongside the ability to operate effectively in complex, ambiguous environments using sound judgement, a solutions-focused approach, and relevant program/project management and Microsoft Office tools.

This role does require the successful applicant to be an Australian Citizen and hold a minimum TSPV level security clearance.
