Job Description
The Leidos Intelligence Sector is seeking a Mid OSINT Policy and Governance Specialist to support the Policy and Engagement Team at DIA/NDOC. This position will be located at one of our customer sites in Bethesda, MD; Reston, VA; Joint Base Anacostia-Bolling, DC.
This exciting opportunity will enable you to leverage your experience in support of the DIA’s OSINT mission. In this mission space, we support DIA/NDOC’s OSINT mission on behalf of the Defense Intelligence Enterprise (DIE). The Leidos effort consists of five main tasks: collecting and reporting, mission and information technology architecture, policy and OSINT governance support, OSINT strategic communications strategy support, and OSINT specialized tradecraft and training development support.
As an OSINT Policy and Governance Specialist, you will support our customer’s mission objectives.
Support the development and refinement of policy and governance documents that shape the future of OSINT, ensuring clarity, compliance, and strategic alignment with DoD, DIA, and IC standards. Collaborate across departments, conduct impactful research and risk assessments, and deliver dynamic products—such as compliance reports, policy coordination plans, and actionable recommendations—that empower enterprise-wide innovation, regulatory excellence, and effective governance.

Responsibilities Include:
Review policy and governance documents for clarity and compliance with DoD, DIA, and IC standards.
Support the government in the development and refinement of enterprise-wide policies and maximizing the positive impact of governance forums.
Assist in drafting new policies and procedures, revising existing ones, and ensuring they are aligned with the organization's strategic objectives, regulatory requirements, and best practices.
Conduct research to inform policy development, including benchmarking against industry standards and gathering input from stakeholders.
Facilitate interdepartmental collaboration and communication to ensure enterprise-wide adherence to these policies.
Conduct risk assessments to identify any potential vulnerabilities or gaps in compliance, providing recommendations for mitigation.
Clearance Requirements:
Active TS/SCI clearance with the ability to obtain a Polygraph.
Required Experience, Skills, and Education:
Bachelor's degree in Public Policy, Political Science, or related field. An additional 4 years of experience for a total of 8 years of experience in Public Policy, Political Science, or related field may be substituted for a Bachelor’s degree.
Four years of experience in policy development, coordination, and compliance, preferably within government or intelligence settings and with at least a portion of the experience within the last 2 years.
Experience with each of the job responsibility areas listed above.
Excelling at solving complex problems to support real-world National Security missions.
Enjoy working directly with teammates and customers to understand requirements and develop and implement solutions.
The ability to:

Excellent written and verbal communication skills.
Attention to detail, self-motivated, creative, and organized.
Preferred Experience, Skills, and Education:
Familiarity with OSINT policy, governance forums, tools, platforms, collection, and analytic techniques.
Successful polygraph within the last 5 years is a significant advantage and preferred.
OSINT certification (for example EOSINT USMC, OS301 or OS302 Army, ONI OSINT Fundamentals, DIA BOTC, NGA OSINT, SOCOM NERD).
Project Management Professional (PMP) or other relevant certifications
Bachelor's degree in Public Policy, Law, or related field.
Eight years of experience in policy development, coordination, and compliance, preferably within government or intelligence settings.

Pay Range:
Pay Range $73,450.00 - $132,775.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
